If you mean diagnose a fault with IC11, 146818 the CMOS RTC (Real Time Clock) chip, the use of a NMOS 6522 VIA isn't an issue.
CMOS is the type of chip technology. As is NMOS. Both the NMOS and CMOS 6522 VIA chips from the 1980s were designed to work with TTL logic levels. The 146818 CMOS RTC is also.designed to use these same logic levels.
The confusion is that the 4000 series logic chips and some other 74 families based on CMOS technology do have different levels. As do some more modern chips.
