Right. After finding the box and a set of cables and joiners which actually will work under normal circumstances to give me a picture from RGB of Station 201 to a SCART input, I've now got it so that my special SCART cable, which I deliberately destroyed when I was doing "The Five Doctors", by yanking it because I thought it was stuck in the cable hole in the bench, but was in fact still connected to the monitor of Station 114, so it left the outer metal bit in the monitor and bent all the pins!!!, as I knew I would need the insides of a SCART cable eventually...where was I?...
Oh yes...RGB to SCART lead from Station 201 to a working SCART joiner, then my test cable in the joiner with the case off at the end which plugs into the HDMI converter box. Measuring voltage there between pin 16 and pin 21, being the one connected to the metal outer (there is no pin 27), I get about 1.2V with the Beeb on, 0V with the Beeb off.
So far so good I think. HDMI converter box is not currently powered on or connected to HDMI as I haven't found the PSU for it yet.
