The constant beep is an indication of the OS not being able to get through the start-up steps, including silencing the sound chip.

The situation you described with the garbled screen is typical for when the lower bank of memory works well enough to boot the computer but the upper bank (where the screen memory is) is faulty.

Where you are now is not clear, there may be multiple issues. A few steps you can take with little effort:
  • Remove the jumper on S25. This will configure the computer to use only the lower bank of memory.
  • Remove IC3 (6522). You already tried swapping but removing it can identify anything related to the system VIA (such as a faulty keyboard (cable) or other components needed for the 6522 to be properly initialised). This will kill keyboard input and will not stop the beep, but it should give you an otherwise booting computer with video output. Remember that the computer will only boot with the keyboard connected.
It that does not provide insights, a very practical diagnosis tool is burning a test rom that replaces the OS rom. Do you have a way to burn an eprom?
