I have made it available here --> http://www.matrixnetwork.co.uk/temp/ttxtserver.tcl - but I warn you that it isn't pretty, I didn't plan to darken the rest of the world with it. It requires tclsh to run.
It doesn't look at a vbit2 stream, instead it uses the actual .tti files (which is why my Teefax instance has an overlay service in magazines that aren't officially valid on broadcast teletext! Teefax uses magazines 1-8, I'm using 9, 0 and E), this means pages load instantly, and always start on the first page of a carousel.
