In fact the user free space on FileStore is exactly right as I have 2 files of &100 bytes in that user and the Drive_D directory of &200 bytes. Looks like FileStore allocates &40400 bytes to new users rather than the even more curious &40404 used in WFSInit for L3 file server disc initialisation.
PiFS doesn't currently implement user space accounting so a readfree call will always report a dummy number which doesn't seem to change when more space is used:
Possibly the number is too big for DOS Plus to cope with?
