I have stripped it down to only the essential chips, as per the instructions in @1024MAK's signature, and also tried swapping the 6522s to no avail.
I have tried swapping for another (untested, admittedly) keyboard, the only difference was that this time both the capslock and scrolllock leds were solid, same result on the screen though.
