It will spring back and overshoot when you set it back to 0, or did when Gil and I tried it in the 80s when trying to copy fire track scrolling before I found out that he was reducing the height of later rows to keep the total constant.
It will also fail on some LCDs as they will "lose sync" when it is not close enough to spec. Two of mine out of 12 did this.
I don't know how fussy the rgb2hdmi converters are as I was using scart but presumably they are very similar to what is in an LCD.
