I've soldered up with a wire where I'd drawn the red line, the erronous voltages were because I had the multimeter set to AC again Image may be NSFW.

UPDATE: On a whim I unplugged the cartridge from the cartridge port on the beeb and it's now programmed 3 roms (2 in fast mode and 1 in normal) without hanging. The 2 programmed in fast mode fail the verification check and the 1 in normal mode is still going. This could be from damaging the roms when I programmed them at 21v or could be something else.
It seems the pot makes little difference to the voltage I think it was 14.5v as the lowest to 14.7 at the highest.
