I don't have the same model as you, mine is the TL866-II Plus however I tried the FreHD_2.02.hex file from 'www.vecoven.com/trs80/trs80/download.html' and it loaded up fine with space to spare in the 64k block.
If you can point to the exact file you tried, I can give that a go to see if I get the same fault and if not save it as a bin file if that helps
