Faulty components usually produce consistent symptoms. What you have sounds like a poor connection.
The IC sockets that were around in the 1980s weren't the best. The contacts were not very springy, and won't always grip the pins of an IC properly if they have had the fatter pins of a PCB header inserted into them. Especially if it has been in there for years .....
Definitely suspect the ROM sockets. Any incorrect read of a language or filing system ROM runs a risk of hanging the computer up.
