Having posted that: I suppose the BeebWiki page could be referring to the implied layout of the data accessed by osbyte $a1, rather than CMOS RAM specifically. After all, it does include Compact stuff, and of course the Compact has no CMOS RAM... so, maybe MER actually is the Master Emulation ROM, and that's where it stores its shadow RAM bit, in wherever it stores its non-volatile data.
If that's the case, this bit would actually be spare if running on a Master 128 or Compact. (I'm looking for 1 spare bit for my updated Master MOS versions, and this spare bit would be just the thing...)
