Well, powered SCART leads do exist
I still say that's not a "powered lead". They're just adding SCART switching (input/aspect), which is a different matter really - related to what the monitor/TV requires.

Later machines such as A3010 with a HD15 'VGA' connector do provide a 12V SCART 'function switching' signal on pin 12, to select 'AV' mode, but this is not to be used as a power source. Those machines also have 5V on pin 9, fused at 250mA (750mA on A5000), specifically designated as SCART 'blanking' (RGB/composite selection).
