For my games, I have to compress most of them to fit in ROM but this also gives a little faster loading off gotek and floppy.
They probably work in a similar way to those programs you describe but with the decompression also working as a relocator from ROM or a safe loading area.
There have been several threads about putting games on ROM and iirc jgh has the nicest utility.
