if all links are good and you don't have a caps lock led but two bieps and no picture
then we have to look elsewhere for the fault
what i can think of is :
the 6522 via , the basic rom and then of cause the ram chips
still not 5 volt on pin 2 (6845 ) ??
next step is removing the keyboard flatcable and check the pins for 5 volt to the leds

oke from the two pictures , are the links S32 and S33 WEST ???
the link S32 and S33 are on the bottom right by the rom socket
take picture
i think they are east !!! not WEST
