I find it unlikely that it's this PSU. Even if the output voltage drops momentarily, the Plus 3 PSU rectifies, smooths, converts and regulates the +5V rail that it produces. I don't know if the +12V rail for the drive motor is regulated, but it's unlikely that either will go out of specification. The 12V for a drive motor is typically required to only be better than +/-10%. And even if the +12V did drop momentarily, it takes a little bit of time for the drive motor to slow significantly.

The same applies to the Electrons own internal PSU (which gets it's input from the input to the Plus 3 via the edge-connector contacts labelled AC) which will work fine with an input as low as 12V DC.

If the former laptop PSU did experience big drops in it's output voltage or was unable to supply the current required, then it's far more likely that the computer would crash or otherwise misbehave.

By the way, 37W is only 1.95A at 19V so if the former laptop PSU is rated at 4.6A that's less than half load. And I suspect the Electron and Plus 3 don't even use as much as 37W.

The only way to resolve this is to monitor the voltage from this PSU by using a good multimeter and a good 'scope. Or do a long term test with a different PSU.
